I too, feel the need to try to cut costs for my work. However, licensing is more of a legal issue. Trying to upgrade without knowing your licensing status is a problem for you.
If you are not in management, then get your direction from management and let them take that liability in writing. You are not in a small company with a users. There have to be more people involved unless you are the lone IT manager.
This is an expected business expense and should be handled as such. Take the guess work out of it. You can bring them up to windows 10 but they will not get the updates, I had this at one of my last jobs where they did something similar to this and itt caused a lot of issues.
I am not sure what the new restrictions will be with but I know with it is third gen and older are unsupported. Also make sure all the computers have at least 8 gb ram or else you may run into some issues. What it sounds like is you need a method to rapid deploy windows You could build a fog server and then get a windows 10 volume license to make sure everything is legal. You would probably want to stagier this though by pulling a few machines updating them then deploy those to a few users then grab their pc's and repeat, rolling update.
With the fog server idea you could make it a physical box and hock it up to a switch that is disconnected from the network and allow it to do a multicast. On a normal network you would want to do a unicast but if this is just a single switch with a few pc's attached you could let it rip with multicast.
Yeah I thought I was wrong on that. I think I was thinking of long ago when Compaq computers would let you choose an OS when you first booted the computer, seems like that was supposed to be a one-time choice. As others have said, if you purchased them with Windows 10 and then used downgrade rights to install 7, they should all still be able to activate a Windows 10 install.
