So I was installing Revit and the download hung up and froze so I canceled it and when I went to try again it was successful.
Unfortunately Revit is already marking the content libraries as installed even though they aren't so I am trying to find the files on my computer to delete them. Ao when I install revit it will recognize that the content libraries are not installed so it will download them and fully install them.
